Petty, meaningless power-plays are the most annoying part of post-Soviet life. Like I said, this is all the power that key lady has, and evil key ladies will use that power until someone more powerful tells them not to. This is a really hard thing for Americans (and I’m sure West Europeans, but not nearly as much) to understand. The quicker you learn to play the game, the more successful you will be.
A lot of people will try and tell you that life in Uzbekistan and Russia are very very different. And maybe for some people it is. But not for the key lady. Key ladies are a very special breed. The life of the key lady is the same everywhere.

I just had a run-in with the US equivalent of the key lady… post office lady. They’re actually much better than they used to be, and most people deserve their wrath, but, they too jealously hold their power.
And that reminds me, anyone who’s gone to a university in the States has, I’m sure, run into at least one bureaucrat like the key lady.
