Basayev, King of the Blackouts

Shamil Basayev has crawled out of his hole to claim credit for this week’s Moscow blackout.

Only in his dreams.  Most probably the fire that caused the blackout was due to negligence somewhere in the UES power company, rather than Basayev’s plottings.
