		<description>Helen - as far as I know, Norilsk is still a &#039;closed&#039; city.  This doesn&#039;t mean that foreigners can&#039;t go there at all - just that they need to get special permission.  

Because MMC Norilsk Nickel, one of the world&#039;s largest mining companies, is based in Norilsk, there are quite a lot non-Russian businessmen and consultants going in and out of the town.
